Comments: | This indicator serves as a proxy for preservation. It should be noted that data for this indicator are not comparable across jurisdictions due to differences in the way jurisdictions collect and report data on notifications, investigations and substantiations. See Appendix A of Child protection Australia 2020–21 for further details (AIHW 2022b). The interpretation of this indicator can be further complicated because preservation may not always be considered an ideal outcome for the child. Although jurisdictions agreed that substantiation is the appropriate point at which to measure preservation, they also highlighted that there are other preservation methods not captured by this indicator. For example, departments can decide not to substantiate and instead keep a case open and work with the family.
