Estimated Indigenous potential population for disability services aged 0–64 years on 30 June at start of reporting period.

Although the definition of potential population is under review by the National Disability Data Network, theNational Disability Information Management Group (NDIMG)agreed to adopt the conventional definition until the review completes. That is, people aged under 65 years with profound or severe core activity limitation will be used for the baseline CRC report.

The method used to calculate the Indigenous potential population will be the same as that adopted by the Disability Services Working Group for calculation of special needs group indicators for the Report on Government Services 2010. That method incorporates 2006 Census data.

For each of the following service groups:

1.Disability services funded by state/territory governments (excludes employment services)

2.Disability services funded by the Australian Government (employment services only) (service types 5.01, 5.02 and 5.04)

3.All disability services

The following disaggregation will be presented for service groups 1 and 3 :

  • State/territory by age group (0–4, 5–14, 15–24, 25–34, 35–44,45–54,55–64 years, subtotal 0–49 years, total)

The following disaggregation will be presented for service group 2:

  • State/territory by age group (15–24, 25–34, 35–44,45–54, 55–64 years, subtotal 15–49 years, total)

The following disaggregations will be presented for all service groups:

  • State/territory by sex (male, female, total)
  • Remoteness Area (Major Cities, Inner Regional, other, total)
  • State/territory by need for assistance (activities of daily living, activities of independent living or work, education or community but not activities of daily living, total needing assistance, no need for help or supervision, level of assistance not determined, total).

The 2009 SDAC collects Indigenous status.Once the data are available, the  AIHW will investigate the possibility of further improvements to the calculation of Indigenous potential population.

Classifications proposed above are appropriate for the current CSTDA/DS NMDS. Classifications will need to be reviewed in line with any future changes to the NMDS.

Other issues caveats:Help on this term

Available disaggregation depends on sampling errors and other caveats. Cells with numerator counts less than 5 will be suppressed.

For service groups 1 and 3, people with age reported in the range 0 to 64 years and people with not stated age are included in calculations for this indicator. For service group 2, only people with age reported in the range 15 to 64 years are included in calculations. People with age reported to be 65 years or older are not included.

Treatment of ‘not stated’ values within disaggregations (numerator only):

For service groups 1 and 3:

  • Age group: Subtotal includes people with known age only. Total includes people with ‘not stated’ age.

For service group 2:

  • Age group: Only people with known age will be included.

For all service groups:

  • Sex: Subtotal includes people with known sex only. Total includes people with ‘not stated’ sex.
  • Country of birth: Other English speaking countries is the subtotal of Australia and other English speaking countries. Subtotal includes people with known country of birth only. Total includes people with ‘not stated’ country of birth.
  • Remoteness: Other includes Outer Regional, Remote and Very Remote. Subtotal includes people with known remoteness only. Total includes people where remoteness was not able to be calculated.
  • Need for assistance: Total needing assistance includes need forassistance in activities of daily living, activities of independent living and activities of work, education or community. Total includes service users with level of assistance not determined.

Rates of severe / profound core activity limitation from the SDAC will be used in the calculation of the denominator. SDAC 2003 is the latest available source for these data. Previous investigations have shown that these rates are stable over time.
