1.1Dwellings that are available to rent through normal processes (including dwellings that are undergoing normal maintenance)
1.2Dwellings that are newly constructed, or purchased from when the certificate of occupancy was completed, or the keys were received
1.3Dwellings that have undergone major redevelopment work from when the certificate of occupancy was completed or the keys were received
1.4Dwellings that are considered hard-to-let
1.5Dwellings that are vacant because of other or unknown reasons
2.1Dwellings newly constructed, or purchased prior to the issue of the certificate of occupancy, or the receipt of keys
