Rationale:Help on this termSmoking is a major risk factor that contributes to ill health. Indigenous Australians are twice as likely as non-Indigenous Australians to smoke. Reducing the rate of smoking among Indigenous Australians will assist in closing the gap in life expectancy.

Crude rates are calculated for Indigenous Australians.

Age-standardised rates are calculated for Indigenous and non-Indigenous Australians.

95% confidence intervals and relative standard errors are calculated for crude and age-standardised rates.

Rate ratios and rate differences are calculated for comparisons between Indigenous and non-Indigenous Australians (using age-standardised rates).

Presentation: Per 100 persons (percentage).

Computation:Help on this term

Crude rate: 100 x (Numerator ÷ Denominator).

Age-standardised rate: calculated using the direct method, with the Australian standard population as at 30 June 2001 as the standard. Ten-year age groups are used from 25 years up to 55 years and over to be consistent with estimates published by the Australian Bureau of Statistics (ABS). For this indicator, the age groups used are: 18–24 years; 25–34 years; 35–44 years; 45–54 years; 55 years and over.

Rate ratio: Indigenous age-standardised rate divided by non-Indigenous age-standardised rate.

Rate difference: Indigenous age-standardised rate minus non-Indigenous age-standardised rate.

There are no new data available for this cycle of reporting.

Most recent data available are from the 2012–13 AATSIHS (NATSIHS plus NATSINPAS) and the core component of the 2011–12 AHS (NHS plus NNPAS).

While the AHS is a national survey, the sample size for the Indigenous population was too small to allow for reliable estimates for the Indigenous population. Thus, for Indigenous and non-Indigenous comparisons, data for the non-Indigenous population are obtained from the AHS (2011–13) while data for the Indigenous population are obtained from the AATSIHS (2012–13). The non-Indigenous data are obtained by subtracting information pertaining to the Indigenous population from the AHS.

The baseline report presented data from the 2008 NATSISS (Indigenous) and 2007–08 NHS (non-Indigenous). The 2014 report presented data from the NATSIHS component of the 2012–13 AATSIHS. For the 2015 report, data were presented from the core component of the 2012–13 AATSIHS which includes the NATSIHS component and the NATSINPAS component.

At this stage, data are available for persons aged 15 years and over only (broader upper age range is available from the AHS). Data from the AATSIHS are available for very remote areas. The AHS does not cover very remote areas. Baseline year for National Indigenous Reform Agreement (NIRA) target (Close the life expectancy gap within a generation) is 2006 using the 3-year average 2005–2007; baseline year for this indicator is 2008; target year is 2031.
