There are three measures for this indicator:

a) Employment to population ratio.

b) Unemployment rate.

c) Labour force participation rate.

Rationale:Help on this termParticipation in employment has important consequences for living standards, social and emotional wellbeing and participation in the community. This is a key measure of the target to halve the gap in employment outcomes between Indigenous and non-Indigenous Australians within a decade.

The most recent survey data for 2015 reporting is the ABS 2012-13 AATSIHS.

Data sources for this indicator are:

  • core component of the AATSISS (Indigenous); NATSIHS component and NATSINPAS component; and
  • SEW (non-Indigenous) -  SEW data (non-Indigenous) 2012.

The baseline report presented data from the 2008 NATSISS (Indigenous) and 2008 SEW (non-Indigenous) as the main data collection. The 2014 report presented data from the NATSIHS component of the 2012-13 AATSIHS and the matched 2012-13 SEW.  

Prior to 2010, the Survey of Work and Education (SEW) did not include people living in very remote areas. From 2010 onwards, the SEW includes people living in very remote areas except discrete Indigenous communities. Whilst a closing of the scope gap, this may continue to affect the comparability of results.

Prior to 2010, the SEW did not include the remoteness variable. Therefore, a non-Indigenous comparator for remoteness for the 2008 NATSISS is not reported.

The size of the standard errors mean that SEW data may not be adequate for measuring change over time.

Baseline year for NIRA target (Halve the gap in employment outcomes within a decade) is 2008; baseline year for this indicator is 2008; target year is 2018.
