| Rationale: | Participation in employment has important consequences for living standards, social and emotional wellbeing and participation in the community. This is a key measure of the target to halve the gap in employment outcomes between Indigenous and non-Indigenous Australians within a decade. |

| Comments: | The most recent survey data for 2014 reporting is the ABS 2012-13 NATSIHS. Data sources for this indicator are: - NATSISS (Indigenous); NATSIHS component of the AATSIHS (Indigenous); and SEW (non-Indigenous). - SEW data (non-Indigenous) averaged across 2012–13 to match 2012-13 AATSIHS enumeration period. The baseline report presented data from the 2008 NATSISS (Indigenous) and 2008 SEW (non-Indigenous) as the main data collection. The next available data source will be the 2012-13 AATSIHS for the Indigenous population. Prior to 2010, the Survey of Work and Education (SEW) did not include people living in very remote areas. From 2010 onwards, the SEW does not include people living in Indigenous communities in very remote areas. This may affect the comparability of results. Prior to 2010, the SEW did not include the remoteness variable. Therefore, a non-Indigenous comparator for remoteness for the 2008 NATSISS is not reported. The size of the standard errors mean that SEW data may not be adequate for measuring change over time. Baseline year for NIRA target (Halve the gap in employment outcomes within a decade) is 2008; baseline year for this indicator is 2008; target year is 2018. |
