An indicator of whether an order falls within the scope of the National standards for Out-of-Home Care (referred to as the National Out-of-Home Care standards (NOOHCS)) which focus on children and young people whose care arrangements have been ordered by the Children's Court, where the parental responsibility for the child or young person has been transferred to the Minister/Chief Executive.

In order to report on the National Standards and provide a nationally comparable picture of outcomes for children and young people in out-of-home care across Australia, a set of national measures are being developed to reflect the achievement of outcomes and progress against the National Standards.
