This indicator set contains the specifications for the 2018 Key Performance Indicators for Australian Public Mental Health Services (Jurisdictional level version) (MHS KPIs).

These indicator specifications facilitate the supply and publication of jurisdictional level data, which is compiled to form the national view. The specifications are adapted from the related Key Performance Indicators for Australian Public Mental Health Services (Service level version) (2018), which is an ongoing data development process.

As a key part of the ongoing data development, the key performance indicators are regularly reviewed to ensure they continue to be fit for purpose. At the most recent review (2017) it was agreed one indicator—MHS KPI 14—was no longer required for inclusion in the Jurisdiction level specifications for national reporting. This indicator is included in the Service level version 2015–2017.

The number and data collection period for each indicator is summarised in the table below for reference.

Collection and usage attributes

National reporting arrangement:Help on this term

Indicators are collected and reported annually in accordance with an agreement reached by the Mental Health Drug and Alcohol Principal Committee.

The following indicators cannot be sourced from existing national data collections. Data is requested and supplied annually from jurisdictions:

  • Mental health readmissions to hospital
  • Population access to specialised clinical mental health care
  • Mental health new client index
  • Pre-admission community mental health care
  • Post-discharge community mental health care.

Change in consumer's clinical outcomes is sourced from the National Outcomes and Casemix Collection data set.

The following indicators are calculated from national data sets; data is supplied in accordance with the Community Mental Health Care and the Mental Health Establishments National Minimum Data Sets:

  • National Mental Health Service Standards compliance
  • Average length of acute mental health inpatient stay
  • Average cost per acute mental health admitted patient day
  • Average treatment days per three-month community mental health care period
  • Average cost per community mental health treatment day.

Seclusion rate and Restraint rate data are supplied in accordance with the Mental health seclusion and restraint National best endeavours data set.
