CODE 01 State or Territory Health Authority
The highest level of health organisation in a state or territory, encompassing specialised and non-specialised health services which would be reported using the Establishment—Australian state/territory identifier, code N data element.
CODE 02 State or Territory Health Authority (specialised mental health)
The highest level of specialised mental health organisation in a state or territory which would be reported using the Specialised mental health service organisation—organisation identifier, XXXX data element.
CODE 03 Local Hospital Network
The legal entity, Local Hospital Network (LHN) which would be reported using the Establishment—Local Hospital Network identifier, code NNN data element.
CODE 04 Region
The administrative entity specific to mental health care which would be reported using the Establishment—region identifier, X[X] data element.
CODE 05 Specialised mental health organisation
This refers to specifically defined and separately constituted health services providing specialised mental health care designated as a specialised mental health organisation which would be reported using the Specialised mental health service organisation—service delivery setting, code N data element.
CODE 06 Hospital
This refers to a health care facility that may or may not provide specialised mental health care which would be reported using the Hospital—hospital identifier, XXXXX data element.
CODE 07 Specialised mental health service unit
The specified component of a health organisation that provides designated specialised mental health services, are those with a primary function to provide treatment, rehabilitation or community health support targeted towards people with a mental disorder or psychiatric disability. These activities are delivered from a service or facility that is readily identifiable as both specialised and serving a mental health care function which would be reported using the Establishment—service unit cluster identifier, XXXXX data element.

Ambulatory care- this data element can be derived from Person- unique identifier used indicator, yes/no code N.
The ability of jurisdictions to generate unique identifiers varies. The assignment of Person identifier to a uniquely identifiable individual is important for the Activity based funding: Mental health care National Best Endeavours Data Set (ABF MHC NBEDS) to permit the linkage of services between mental health care services.
The Person identifier that is reported to the ABF MHC NBEDS, may be an existing identifier (from either specialised or non-specialised), or it may be a new identifier that has been created for the purpose of reporting to the ABF MHC NBEDS.
For the purposes of reporting mental health care activity for activity based funding, the value reported should represent the highest level of organisation at which a unique patient identifier is applicable and allows all associated health care activity to be reported.
The Person—identifier type, mental health organisation type code NN data element is intended to be used in conjunction with the Person—person identifier, XXXXXX[X(14)] data element to allow users of the data set to link activity between data sets. For example, if the Person—identifier type, mental health organisation type code NN has a value of 6 ‘Hospital’, it will be apparent that the person identifier can only be used to identify or link that particular patient’s records at the hospital establishment level, and not at a broader organisational level, such as the specialised mental health organisation level or Local Hospital Network level.
