The identifier entered into this field indicates the identifier of the person who has similar identifying information to the person represented by this identifier.
When two identifiers have similar identifying information and it has been confirmed that they are not the same entity, they should not be reported as potentially duplicated. The objective of this data element is to support potential duplicate reporting by identifying and confirming that entities with similar information are not duplicates.
