Record if the child has received an early childhood education program during the reference period that was delivered by a qualified early childhood teacher who meets the National Quality Framework requirements.

  • Service waivers: Record ‘1’ if the service provider possesses a service waiver because the service provider is unable to meet the staff qualification requirements under the National Quality Framework.

Record if the child has received an early childhood education program during the reference period that was not delivered by a qualified early childhood teacher who meets the National Quality Framework requirements. This includes:

  • Service waivers: Record ‘2’ if the service provider is in the process of applying for a service waiver because the service provider is unable to meet the staff qualification requirements under the National Quality Framework, but a service waiver has not yet been approved.
  • Temporary waivers: Record ‘2’ if the service provider possesses, or is in the process of applying for, a temporary waiver because the service provider is unable to meet the staff qualification requirements under the National Quality Framework.
  • People actively working towards an early childhood teaching qualification: Record ‘2’ if the person is ‘actively working towards’ an approved diploma or early childhood teaching qualification, as defined by the Australian Children’s Education and Care Quality Authority (ACECQA), but has not completed this qualification.

Qualified early childhood teacher: a degree qualified early childhood teacher who meets the National Quality Framework requirements. This includes:

  • A person who holds an approved early childhood teaching qualification, that is, in the list of approved and former approved early childhood teaching qualifications published by ACECQA.
  • A person who has ‘equivalent’ early childhood teaching qualifications, as defined by ACECQA.
  • A person who is otherwise deemed to have the necessary skills and qualifications to be employed as an early childhood teacher by the jurisdiction or by ACECQA.

Delivery (of an early childhood education program) refers to face-to-face delivery of an early childhood education program or distance early childhood education program for at least one hour per week during the reference period by an early childhood education contact worker. Includes teachers who are usually present to deliver a face-to-face or distance education early childhood education program, but may have been absent during the reference period due to illness or extended holiday leave and are expected to return. Excludes relief teachers who are not present at the early childhood education and care service (i.e. not delivering a face-to-face early childhood education program) during the reference period.

People actively working towards an early childhood teaching qualification: if the person is 'actively working towards' an approved diploma or early childhood teaching qualification, as defined by ACECQA, but has not completed this qualification, then they are not considered to be a qualified early childhood teacher.

Waivers: If an early childhood education program service provider is unable to meet the staff qualification requirements under the National Quality Framework, for example, if the usual qualified teacher was unavailable and no suitably qualified staff could be found to deliver the program in the reference period, they can apply to their state or territory regulatory authority for a service waiver or a temporary waiver. A service waiver has no specific expiry date. A temporary waiver applies for no more than 12 months. Jurisdictions not covered by ACECQA may have a comparative waiver system in place.

Collection methods:

This item should not be reported for children who were enrolled but did not attend (or receive) an early childhood education program during the reference period.
