Data sources for this measure are:

  • NATSISS (Indigenous); NATSIHS component of the AATSIHS (Indigenous); and SEW (non-Indigenous).

The baseline report presented data from the 2008 SEW (non-Indigenous) as the supplementary data collection. The next available data source will be the 2012-13 AATSIHS for the Indigenous population.

For persons 'with' a non-school qualification:

  • Persons whose level of non-school qualification is determined to be certificate level but is not able to be further defined (i.e. Certificate nfd) are assumed to have attained a qualification below Certificate level III and are therefore excluded from the numerator for this indicator.
  • Persons whose level of non-school qualification cannot be determined are assumed to have attained a qualification below Certificate level III and are therefore excluded from the numerator for this indicator.

For persons 'working towards' a non-school qualification:

  • Level of qualification is not available for people 'working towards' post-school qualifications. Therefore, people working towards any non-school qualification are included in the calculations for this indicator.

At this stage, the Australian Bureau of Statistics (ABS) advises that information is only available on qualification levels for those who have completed studies (not those who are currently studying). Therefore, the ABS recommended restricting the definition for baseline reporting accordingly to those who have completed Certificate Level III or above, and those currently studying a non-school qualification.

Prior to 2010, the Survey of Work and Education (SEW) did not include people living in very remote areas. From 2010 onwards, the SEW does not include people living in Indigenous communities in very remote areas. This may affect the comparability of results.

Prior to 2010, the SEW did not include the remoteness variable. Therefore, a non-Indigenous comparator for remoteness for the 2008 NATSISS is not reported.

The size of the standard errors mean that SEW data may not be adequate for measuring change over time.

Baseline year for NIRA target (Halve the gap in employment outcomes within a decade) is 2008; baseline year for this measure is 2008; target year is 2018.
