This data element is used to differentiate the method used to count the number of 'unique clients', that is, the number of uniquely identifiable people that can be individually counted once during the reference period by a service provider organisation.

The term 'actual count' refers to the ability of a service provider organisation to report the total number of unique clients seen during the counting period.

The term 'estimated count' refers to a method of counting clients that is not based on unique client counts, or where part of the count is not based on unique clients.

Code 8, 'Unknown count type', should be used where the type of counting method is unknown.
