Computation description: | Computation will be appropriate to the target population and corresponding available data, including jurisdiction demand data and SDAC enhancements. Person-identified (self-reported) unmet demand as a proportion of total demand—computation based on self-reported demand from the 2009 SDAC. This measure is based on sample survey estimates. R/N x 100 where R = number of people in potential population who need more formal assistance than they are currently receiving and N = estimated potential population .

While information about need for more assistance is available from SDAC 2003, it is not possible to distinguish need formore formal assistance. Indicator (e.3) will be developed when 2009 SDAC data are available.
