Rationale: | Life expectancy at birth is one of the most widely used broad measures of population health outcomes. It is the key component of measuring the target to ‘Close the gap in life expectancy within a generation’. |

Computation: | This measure is defined as: direct estimation of the life expectancy gap at birth between Indigenous and non-Indigenous Australians using the average number of deaths in the relevant 3-year period and the estimated resident population at the mid-point of that 3-year period, with adjustments for incomplete identification by Indigenous status. For more information, see Life Tables for Aboriginal and Torres Strait Islander Australians, 2015–17 (ABS 2018). |

Comments: | There are no new data available for this cycle of reporting. Most recent data available are: 2015–2017 data released on 29 November 2018 and included in the 2019 National Indigenous Reform Agreement (NIRA) report. Life expectancy at birth estimates by Indigenous status for 2005–2007 were also revised for the 2019 report based on improved measures of identification propensities. Indigenous estimates of life expectancy are not produced for Victoria, South Australia, Tasmania and the Australian Capital Territory due to the small number of Indigenous deaths reported in these jurisdictions. Baseline year for the Council of Australian Governments' Closing the Gap target is 2006 using the 3-year average of 2005–2007; baseline for this indicator is 2005–2007; target year is 2031. The term ‘Aboriginal and Torres Strait Islander people’ is preferred when referring to the separate Indigenous peoples of Australia. However, the term ‘Indigenous’ is used interchangeably with ‘Aboriginal and Torres Strait Islander’ in this indicator to assist readability. |

Further data development / collection required: | Improve the quality of Indigenous identification in births and deaths data. Annual estimates of Indigenous life expectancy are not currently available but given rate of change may not be required. Life expectancy data by remoteness area are only currently able to be produced for the three groupings of: (1) Major cities, (2) Inner regional and Outer regional areas combined, and (3) Remote and Very remote areas combined. Further disaggregation of these groups would be useful. |
