The baseline report reported data from the 2006 Census as the main data collection. For persons 'with' a non-school qualification:
For persons 'working towards' a non-school qualification:
Total population excludes people whose highest level of schooling and/or level of non-schooling qualification was not stated. At this stage, the Australian Bureau of Statistics (ABS) advises that information is only available on qualification levels for those who have completed studies (not those who are currently studying). Therefore, the ABS recommended restricting the definition for baseline reporting accordingly to those who have completed Certificate Level III or above, and those currently studying a non-school qualification. Baseline year for NIRA target (Halve the gap in employment outcomes within a decade) is 2008; baseline year for this measure is 2006. |
