At this stage, The Australian Bureau of Statistics (ABS) advises that information is only available on qualification levels for those who have completed studies (not those who are currently studying). Therefore, ABS recommends restricting definition for baseline reporting accordingly.

Baseline year for this indicator is 2008; target year is 2018.
