For jurisdictions that do not record a notification identifier on their system, where multiple notifications are received prior to a child being placed on an order or in a funded out-of-home care placement (i.e. cumulative harm), counting rules prioritised in the following order will be used to allocate a notification identifier: latest substantiated notification prior to the order/placement; latest notification prior to the order/placement (if none were substantiated); not applicable/none (no prior notification. |
